The Belief That Started It All

Every child deserves a chance to grow up in a family.

That belief drives the incredible work of Where Are India’s Children (WAIC) — an organization ensuring that every abandoned and orphaned child in India is accounted for and given the opportunity to find a family. WAIC’s efforts go beyond advocacy; they’re reimagining the adoption ecosystem by driving systemic efficiency, improving policy implementation, and creating accountability across India’s child protection system.

The Challenge

When we first connected with the WAIC team, one challenge stood out clearly — across 700+ districts, the child protection system relied heavily on manual processes.

This meant:

• Manual maintenance and tracking of children living in shelters
• Delays in identifying and moving eligible children toward adoption
• No Real-Time Dashboards or Insights into the children living in the shelters
• Abandoned and Orphaned children are not tracked and highlighted for adoption

In short, children who were ready for adoption often spent years waiting in the system — lives paused because of process inefficiencies.

The Vision

WAIC envisioned a unified, digital platform that could make every child’s journey visible and traceable — one that could enable faster, data-driven decisions at every level of governance.

Together, we began the journey to build something that would change how the ecosystem functions.

Our Approach

Socialbytes worked closely with WAIC to develop the Child Lifecycle Management System (CLMS) — first-of-its-kind digital solution for the evaluation of children for adoption in the child protection ecosystem.

We dived into the challenges faced by several stakeholders like the WAIC staff and CCIs (Child Care Institutions) to ensure the system addressed real operational needs and was designed to make the legal pre-adoption process more efficient. 

The Solution: CLMS

The Child Lifecycle Management System makes every child’s journey transparent, traceable, and timely.

Key Features:

• Centralized child profiles and case tracking
• Automated alerts and reminders for timely actions
• Role-based access for CCIs, SAAs, and state-level teams
• Real-time dashboards and analytics for decision-makers
• Simplified, human-centered interface for ease of use

By turning fragmented information into actionable insights, CLMS enables faster movement of eligible children into adoption pools — and eventually, families.

Today, CLMS is operational across multiple states and districts, bringing real-time visibility to thousands of children.
